A lottery is a game in which numbers are drawn at random to determine the winner of a prize. It’s a form of gambling that is run by states and some other entities. The games can be as simple as a scratch-off ticket or a complicated multi-state game like Powerball. The prizes are usually cash or goods. The word “lottery” comes from the Dutch phrase lot, meaning fate, and it refers to an arrangement of things that relies on chance. People have used lotteries to distribute property and slaves since ancient times. The earliest state-sponsored lotteries began in Europe in the first half of the 15th century.

Lotteries raise money for state governments and are popular with the public. But what they really do is dangle the prospect of instant riches in an age of inequality and limited social mobility. Billboards touting the Mega Millions or Powerball jackpot are designed to capture that inextricable human urge to gamble, even though we all know we’re unlikely to win. They play on our fear that if we don’t get in on the action, somebody else will.

There’s a lot of politics behind lotteries, too. In an anti-tax era, state politicians look to lotteries as a source of “painless” revenue. Once a lottery is established, it typically starts out with a small number of relatively simple games and then expands over time as the demand for new games increases. In some states, the lottery is a publicly run entity while in others it’s a private corporation licensed to promote the games.

In addition to expanding the pool of potential winners, lotteries often encourage repeat play by introducing “bonus draws” in which additional prizes are awarded to participants who already have tickets. Bonus drawings are particularly popular with younger players. In the past, these special draws were often marketed as a way to reward loyal lottery players.

Almost all states have lotteries and they all operate along the same basic principles: state legislatures approve them; a public or private company is then licensed to organize them; they begin with a modest set of relatively simple games and, due to pressure for increased revenues, gradually increase in complexity over time.

Aside from the occasional scandal, the big issue with lotteries is that they are a form of government gambling. Unlike commercial casinos or sports betting, state lotteries do not give players a fair expectation of winning, and they are a significant source of political corruption. It’s time to put the brakes on this frenzied expansion of lottery gambling. There are other ways to raise money for state governments, and they should be focused on those rather than on a form of gambling that is unfair and corrupt. It’s a shame that the lust for easy revenue has tainted this once-necessary tool of state finance.
